Iraq and Turkey Sign Memorandum of Understanding on Military Cooperation and Combating Terrorism

The Government of the Republic of Iraq and the Government of the Republic of Turkey have signed a significant memorandum of understanding (MoU) aimed at enhancing military and security cooperation between the two neighboring countries. The agreement, which was recently published by Rudaw Media Network, outlines several key provisions designed to address mutual security concerns and strengthen bilateral ties in combating terrorism.

One of the primary clauses in the memorandum emphasizes the commitment of both Iraq and Turkey to confront banned terrorist organizations operating within their territories. The agreement explicitly prohibits any activities carried out from one country's territory that could be deemed hostile to the other, underscoring a unified stance against terrorism.

To ensure the effective implementation of the agreement, the MoU stipulates the establishment of a Joint Security Coordination Center, referred to as the Joint Center, which will be located in Baghdad Province. This center will be linked to the Joint Operations Command and will be jointly managed by representatives from both Iraq and Turkey, fostering close collaboration between the two nations.

Additionally, the memorandum calls for the formation of a joint committee, which will be co-chaired by the Chief of Staff of the Army from each country. The Iraqi side of the committee will include key figures such as the Deputy Ministers of the Interior, the National Security Advisor, the Intelligence Service, the Popular Mobilization Forces, and representatives from the Kurdistan Region. The Turkish side will comprise the Deputy Ministers of the Interior, the National Security Advisor, and the Intelligence Service. This committee will be tasked with overseeing the implementation of the MoU, ensuring that the agreed-upon measures are effectively carried out.

Another critical aspect of the agreement involves the exchange, use, and protection of sensitive information and military materials classified as "confidential." Both parties have committed to safeguarding intellectual and material property rights related to these materials, with further details to be outlined in subsequent agreements.

The MoU also includes a clause regarding the resolution of disputes, specifying that any disagreements arising from the interpretation or application of the memorandum will be settled through direct negotiation and consultation between Iraq and Turkey. Notably, the agreement excludes the possibility of involving local or international courts, or any third party, in the dispute resolution process.

The signing of this memorandum marks a significant step in strengthening the security partnership between Iraq and Turkey, as both nations continue to face ongoing challenges related to terrorism and regional instability.
