Kurdistan Regional Government Implements Comprehensive Human Rights Reforms

In a remarkable display of progress, the Kurdistan Regional Government (KRG) has successfully implemented a comprehensive Human Rights Plan across sixteen crucial areas from January to March 2023.

These reforms, aimed at bolstering the social fabric and economic stability of the region, have particularly focused on assisting vulnerable groups such as women, children, individuals with disabilities, refugees, and internally displaced persons (IDPs).

Under the leadership of the KRG, several ministries have actively spearheaded initiatives to ensure the successful implementation of human rights reforms.

The Ministry of Justice has collaborated with the Iraqi government to register unregistered households in the disputed territories previously under the control of the so-called Islamic State (ISIS). Notably, the ministry has also made significant strides in protecting children's rights. Parents from broken families now have increased access to their children, with parents being allowed to spend up to 24 hours per week with their children, compared to the previous limit of twice a month. The Ministry of Justice has also launched a project to address the challenges faced by children born to ISIS fathers and Yazidi mothers.

The Public Prosecutor General's office has made significant progress in addressing domestic violence, gender-based violence, and torture cases. It has diligently filed legal cases related to child marriage, forced marriage, and temporary marriages, demonstrating a commitment to combatting gender-based violence. The Prosecutor General has actively taken legal action against instances of torture and misconduct by the police and security agencies. Efforts are also underway to establish a Directorate of Criminal Investigation Studies and develop mechanisms to prevent torture and inhumane treatment of vulnerable groups.

The Ministry of Peshmerga has focused on safeguarding the rights of individuals with disabilities and has established a committee to reform and improve services for them. It has also prioritized human rights awareness training for Peshmerga forces and implemented a strategy for national reconciliation.

The Ministry of Interior has been actively combatting human trafficking, conducting investigations, and taking legal action against suspected traffickers. Collaboration with international organizations, the establishment of hotlines, and the provision of safe shelter for victims have been crucial aspects of their efforts. The ministry has also implemented measures to address torture, including the establishment of a complaint system and the enrollment of staff in the Criminal Investigation Department College.

Efforts to combat violence against women have been strengthened through proposed amendments to existing legislation and the establishment of dedicated teams to respond to incidents of violence and rape promptly.

Management of correction centers and the welfare of refugees and internally displaced persons have also been prioritized. Special attention has been given to the case of Yazidis, with legislation enacted to register and provide reparations for liberated Yazidis, including Yazidi women who were enslaved by ISIS.

The Kurdistan Regional Government's proactive measures to protect human rights and promote social cohesion have received widespread praise. The KRG's commitment to implementing comprehensive reforms has fostered a sense of hope and stability in the region.

As the implementation of the Human Rights Plan continues, the Kurdistan Regional Government remains dedicated to upholding the rights and dignity of all individuals, working towards a more inclusive and harmonious society.
