A blast at a military ammunition depot in the western province of Afyonkarahisar killed at least 25 soldiers on Wednesday night, Turkish General Staff said.
Four other soldiers were lightly wounded in the explosion at a section of the depot where hand grenades were kept.
Turkish Forestry Minister Veysel Eroglu said the explosion was an accident.
"I am satisfied that it is completely an accident. It has nothing to do with terrorism or sabotage from outside," Eroglu said.
The General Staff said earlier that the cause of the incident was not immediately known.
