Artificial Intelligence (AI) has emerged as a central theme at the 2025 World Governments Summit in Dubai, where heads of state, government delegations, and global experts have convened to discuss the future of governance and technological advancement.
Mohamed al-Sharhan, Managing Director of the summit, told Rudaw that the event is hosting top executives from leading AI companies, including Google, IBM, and HP. He emphasized that the primary objective is to ensure governments are prepared for the rapid evolution of AI and can proactively address its potential risks.
AI’s Role in Security and Decision-Making
Pakistani Defense Minister Khawaja Muhammad Asif highlighted the necessity of staying ahead in AI to combat terrorism effectively. “We must be ready and equipped with the latest technology to counter terrorism,” he warned, stressing that terrorist organizations could also gain access to advanced AI tools. He urged governments to maintain technological superiority to ensure security.
Meanwhile, Pradeep Kumar Khosla, Chancellor of the University of California, underlined AI’s ability to process vast amounts of data at speeds beyond human capability. He stated that AI-driven insights could enhance decision-making across various sectors.
Challenges and Ethical Concerns
Despite AI’s transformative potential, the summit also addressed the challenges associated with its widespread adoption. Discussions covered ethical and legal concerns related to privacy and surveillance, security risks, and the high costs of AI development and implementation.
Khosla, however, argued against avoiding AI due to its risks. “AI is a transformational technology, and there is always a threat with such technology,” he said, adding that threats must be managed intelligently rather than feared.
Global Participation and Kurdistan Region’s Involvement
This year’s summit marks a record-high level of international participation. Sheikh Mohammed bin Rashid Al Maktoum, Prime Minister and Vice President of the UAE, announced that over 30 heads of state, 140 government delegations, and 400 ministers are in attendance.
Among the key participants is Kurdistan Region Prime Minister Masrour Barzani, who arrived in Dubai on Monday, leading a high-profile delegation. According to a statement from his office, Barzani’s attendance reflects his ongoing commitment to strengthening the Kurdistan Region’s role as a key and reliable global partner.
The World Governments Summit continues to serve as a platform for shaping the future of governance, with AI at the forefront of discussions on innovation, security, and global cooperation.
