Innovating Governance: KRG Department of Information Technology Rolls Out Digital Identity-Enabled Payroll Management System

The Kurdistan Regional Government’s (KRG) Department of Information Technology (DIT) has successfully launched a centralized Digital Identity-Based Payroll Management System (PMS), a transformative step in modernizing payroll operations across all government institutions. Developed under the directive of Prime Minister Masrour Barzani, this initiative enhances efficiency, transparency, and financial accuracy in public sector payroll management.

Highlighting the significance of this initiative, Prime Minister Masrour Barzani emphasized:

“The launch of the PMS represents a pivotal moment for our region. By integrating digital identity solutions with advanced data management, we are building the foundation for a more efficient, transparent, and secure public sector.”

Powered by the state-of-the-art T3 Data Center, the PMS ensures a secure, stable, and high-performance environment for processing payroll data, reinforcing the government’s commitment to digital transformation.

A Unified System Designed for Accuracy and Transparency

One of the PMS’s primary objectives is to establish a single, trusted source for payroll data, ensuring seamless coordination between the KRG and the Federal Government in Baghdad. By consolidating payroll information into a unified platform, the system eliminates discrepancies, enhances financial reporting accuracy, and strengthens governance.

A Testament to Local Innovation and User-Centered Design

The PMS was designed, developed, and implemented entirely by the DIT, embodying our commitment to digital transformation principles such as user-centered design and capacity building. By leveraging local expertise, the system ensures that technology aligns with the real needs of users, enhancing accessibility and efficiency. This in-house approach not only optimizes resources and reduces costs but also strengthens institutional capacity, fosters homegrown innovation, and empowers a skilled workforce to drive sustainable digital progress.

Seamless Transition and Future Expansion

To ensure a smooth transition from legacy systems, thousands of government employees across the Kurdistan Region have been trained to use the new PMS, facilitating swift adoption.

With the PMS now operational, the DIT plans to leverage the system’s insights for data-driven decision-making and to explore additional digital services—such as employee self-service portals and performance tracking tools—that seamlessly integrate with the platform.

These enhancements will further modernize government operations and improve service delivery to citizens.
