While some Iranian officials pointed fingers at the US and Israel, Iranian researcher Sadegh Zibakalam suggested evidence implicating the Islamic State (ISIS), though the group has not claimed responsibility.

Zibakalam argued that the attacks' nature, causing civilian casualties, does not align with Israel's precise targeting. He dismissed claims of an Iranian conspiracy against Israel but criticized Tehran for a perceived lack of timely medical response.
