Retired Marine Gen. John Allen, special presidential envoy to the global coalition against the Islamic State in Iraq and Syria (ISIS or ISIL), says defeating the group will require a strong unity government in Iraq.

"Iraq's continued progress toward reform and inclusiveness will be imperative to the coalition's success," Allen wrote Monday in an op-ed in Defense News.
Allen said each time the coalition has coordinated air support with Iraqi forces on the ground, ISIS's momentum has been halted.

"...it is now constantly looking over its shoulder for the next attack," he said.

His warning, however, comes as Iraq's various religious groups appear to remain heavily divided.
